1) Introduction:
   His Excellency the Supreme Leader (may his shadow last): "People are more inclined to spend their alms and donations on matters that have lasting effects, and indeed today, as the issue of housing is a significant problem for many people and the underprivileged, providing alms and assistance for building housing for the needy is among the best lasting impacts."
   Since the establishment of the Imam Khomeini Relief Committee, considering the necessity of meeting the basic needs of society, providing housing services and a safe environment for the beneficiaries under its support has been a priority. To this day, the Housing Provision and Engineering Affairs Office has engaged in valuable activities and continues to take essential steps in this noble and God-pleasing path.

2) Objectives of the Statement:
   - Introducing the service at the website emdadd.ir or the soha system.
   - Utilizing various portals for easier access to the service.
   - Providing services at electronic service desks and in-person service desks.
   - Informing about the stages of service delivery through the welfare portal and SMS.
   - Providing information about the service delivery stages via SMS and online.

3) Definition of Service:
   The Imam Khomeini Relief Committee, with the slogan "Securing with the aim of creating a safe shelter for the target community," aims to empower, enhance the quality of life for beneficiaries, and create a suitable environment for the future of the children of supported families by assisting in the costs of building, improving, and repairing the housing of eligible beneficiaries.

4) Interaction Process with Beneficiaries:
   Beneficiaries submit requests and provide the necessary documents and evidence.
   - Registration of beneficiaries in the soha system (by the beneficiary or social worker) > Completing the household questionnaire > Leveling, prioritizing, and confirming financial resources > Service approval > Signing the agreement > Going through various executive and operational stages of the service > Delivering the service.

5) Reporting and Review Process:
   The performance of service delivery and control of receipt is monitored through direct visits by relevant experts to the housing units of beneficiaries receiving the service during various executive stages. The actions are systematically recorded in the welfare processes and services system and can be reported online.

6) Goals of Service Implementation:
   - Assisting in the improvement of beneficiaries' housing with a focus on resilience.
   - Assisting in the construction of beneficiaries' housing.
   - Assisting in the purchase of beneficiaries' housing.
   - Assisting in the construction of ancillary spaces (rooms, bathrooms, gas piping, self-sufficiency spaces).
   - Assisting in the repair of beneficiaries' housing.

7) Policies:*   
  - Providing housing for the needy while adhering to the Islamic-Iranian model through assistance in repairs, improvements, resilience, construction, purchase, deposit, and rental of housing units, prioritizing repairs, improvements, and resilience.
  - Considering the priority of providing housing for rural, underprivileged, border areas, towns with populations under 100,000, and areas vulnerable to natural disasters, and creating incentives for reverse migration.
  - Developing and formulating needs assessment indicators to identify and prioritize access to housing services.
  - Strengthening and promoting the culture of jihadist action in providing housing for the needy.
  - Adhering to the model of suitable housing for families and in accordance with the climate in construction and purchase plans.
  - Creating a system for the participation of benefactors, governmental and non-governmental organizations, and active players in the construction industry to provide housing for the needy in technical, operational, and financial aspects, with a special role for supported families and a focus on interest-free loans.
  - Prioritizing family-centered assistance for the accommodation of the elderly and female heads of households, emphasizing their proximity to other family members.
  - Managing the accommodation of supported families while considering ethical and cultural considerations and preventing social harms.
  - Controlling the technical quality, execution, and compliance with regulations in housing activities.

8) Mutual Commitments of Beneficiaries and Executive Body:
   - Providing the initial contribution by the beneficiary.
   - The executive body acting in accordance with the commitments of the agreement.

9) Clear and Efficient Process for Resolving Discrepancies and Compensating for Non-Delivery of Service (if any):
   

10) Costs and Payments:
   Agreements regarding costs and payments are in accordance with the costs listed in the sub-service identification and based on the conditions stated in the agreement signed with beneficiaries.

11) Duration of Operation:
   - Performance is reviewed monthly and monitored within intervals of less than one month.
