"Social Insurance for Beneficiaries"
1) IntroductionSocial insurance is one of the fundamental pillars of the social and economic system of any country, designed to support individuals against financial risks and problems arising from unemployment, illness, accidents, and retirement. This insurance acts as a safety net, protecting individuals against life's adversities.
According to Article 29 of the Constitution, social insurance is recognized as a fundamental tool for ensuring welfare and social security in the Islamic Republic of Iran,
emphasizing its importance in the country's social and economic policies. According to Clause 4 of Article 6 of the Statute of the Imam Khomeini Relief Committee, one of the duties of the committee is to create necessary facilities for the health of needy families and to provide health and medical services, as well as to implement their health and social insurance within the limits of relevant laws and regulations.
2) Objectives of the Statement:
- Payment of social insurance premiums for needy female heads of households.
- Payment of social insurance premiums for beneficiaries of employment schemes.
- Payment of insurance contributions for households with female heads from rural and nomadic areas in need.
3) Definition of Service:
The Imam Khomeini Relief Committee, in implementing its goals and expanding social insurance among the target community, especially female heads of households, aims to promote and encourage a culture of work and effort by increasing the penetration of insurance among beneficiaries.
This includes social insurance for those involved in employment and self-sufficiency schemes, rural and nomadic insurance, and female heads of households, taking significant steps towards empowering them.
4) Interaction with Service Recipients:
- Identification of female heads of households aged 44-49 years (with priority for those aged 44-49, conditional on being in income deciles 1-3) based on existing data in relief systems and referral to social security branches.
- Identification of applicants for employment schemes (as long as their support file is active) and referral to social security branches.
- Identification of households with female heads from rural and nomadic areas in need and referral to the relevant fund agency.
5) Reporting and Review Process:a)
The Deputy for Support and Family Health is responsible for introducing all male insured individuals aged at least 60 years with ten years of insurance coverage,
as well as female insured individuals aged at least 55 years with ten years of insurance coverage, to the relevant social security branches for establishing pensions based on the years of contributions and for removing them from the support of the relief committee.b)
The Deputy for Support and Family Health is also responsible for introducing male and female insured individuals under the coverage of the rural and nomadic fund, aged at least 65 years with 15 years of insurance coverage, to the fund for establishing pensions equivalent to two-thirds of the paid insurance salary and for removing them from the support.
6) Objectives of Service Implementation:
- Creating the necessary conditions for all target groups to benefit from social insurance coverage.
- Directing and targeting supportive resources by encouraging beneficiaries towards future security and empowerment through the establishment of an insurance culture.
- Organizing support for the target group against the adverse consequences of economic and social events, such as unemployment, lack of guardianship, being stranded, and aging.
- Encouraging beneficiaries to work and strive for sustainable employment with insurance support.
- Breaking the dependency of beneficiaries under this institution while respecting human dignity and honor.
- Utilizing the benefits of insurance organizations for pensioners and survivors for a lifetime.
- Promoting and disseminating the culture of insurance.
7) Responsibilities:
- Allocation and transfer of annual budgets by the Planning and Budget Organization to the Imam Khomeini Relief Committee.- Formulating programs, activities, and actions in the central and provincial areas within the framework of the seventh relief program by the relevant deputy offices.- Allocating budgets to provinces.- Compiling and presenting an annual report to the relief committee's leadership.
8) Mutual Commitments of Service Recipients and Executive Bodies:
- Referring beneficiaries to insurance branches.
- Insuring beneficiaries based on the agreements made with the Social Security Organization and the Social Insurance Fund for Farmers, Rural Residents, and Nomads.
9) Clear and Efficient Process for Resolving Discrepancies:
Potential discrepancies will first be addressed at the level of executive offices and provincial departments,
followed by the Deputy for Support and Family Health, and finally by the General Department of Supervision and Inspection.
10) Costs and Payments:
- Providing statistics and information about insured individuals to the Planning and Budget Deputy regarding the funding of beneficiaries' insurance premiums.
- Transferring the social security premium funds for beneficiaries to the accounts of the provincial offices of the Imam Khomeini Relief Committee.
- Transferring the insurance premium funds for the Social Insurance Fund for Farmers, Rural Residents, and Nomads.
11) Performance Period:
- The performance period for social insurance beneficiaries is conducted quarterly.
- The performance period for beneficiaries of the Social Insurance Fund for Farmers, Rural Residents, and Nomads is conducted annually.
12) Conclusion of the Statement:
The necessity of social insurance is attributed to several important reasons:
financial support in times of crisis, ensuring social welfare and improving the quality of life for individuals and families,
providing financial support to prevent social crises arising from poverty and unemployment, reducing poverty and inequality, especially for vulnerable segments of society. Ultimately,
social insurance aims to prevent social crises and has been able to assist individuals in dealing with the consequences of poverty and unemployment, while also guiding society towards sustainable development and social welfare.
