Service Level Statement: "Providing Legal Services to the Needy"
1) Introduction:
Providing legal services to the needy includes matters such as divorce, irreconcilability, annulment of marriage, waiver of the waiting period, dowry, right of retention, alimony, return of dowry, gifts during engagement, custody, visitation rights, proof of lineage, proof of maturity, marriage, denial of residence, wills, division and recording of inheritance, inheritance rights, etc.
This is based on Article 8 of Section 6 of the Imam Khomeini Relief Committee's charter and relevant laws and regulations through referrals to civil courts or consultations, submission of petitions, and declarations.
2) Objectives of the Statement:
- Provide legal services to the needy in both in-person and electronic formats while adhering to legal regulations.
- Expedite the handling of legal matters for beneficiaries.
- Empower beneficiaries legally.
3) Definition of Service:
The Imam Khomeini Relief Committee aims to enhance legal knowledge and create a suitable environment for legal matters and the legal empowerment of beneficiaries by providing legal services, including drafting petitions and complaints, to supported beneficiaries.
4) Interaction with Service Recipients:
Interaction occurs through a written request from the beneficiary along with the submission of required documents and evidence.
5) Reporting and Review Process:
Each province will provide reports based on the actions and activities carried out in relevant areas.
6) Responsibilities:
- Articles 16 and 17 of the Sixth Five-Year Plan of the Imam Khomeini Relief Committee.
- The legal department is responsible for organizing and strengthening the legal service desk in counties, utilizing the capacities of charitable and pro bono lawyers to support legal rights and claims of beneficiaries.
- The legal department must collaborate with the education department and other relevant areas to develop and implement legal education programs as part of family education initiatives.
- Article 8 of Section 6 of the charter.

7) Mutual Commitments of Service Recipients and Executive Body:
A. Commitments of the Imam Khomeini Relief Committee:
- Provide legal services (service desk) in the shortest possible time and, if necessary, engage charitable or pro bono lawyers to pursue cases in judicial authorities.
- Implement electronic services and related processes on the website emdad.ir.
- Maintain the confidentiality of the private information of service applicants.
- Inform applicants about the progress of their requests through online interactions (service provision timeline).
B. Commitments of Service Recipients (Beneficiaries):
- Beneficiaries are required to provide requested information accurately and correctly.
- Submit documents and evidence supporting their claims.
- Cooperate with the legal representative or charitable lawyers.
8) Clear and Efficient Process for Resolving Disputes:
- Applicants must submit all documents and evidence to the head of the county office or the head of the provincial legal office for review.
- Report legal issues through the relevant systems and notify social workers.
9) Costs and Payments:
- Cover the costs of hiring a lawyer.
- Costs of expert opinions in cases.
- Transportation costs for charitable lawyers.
- Registration fees.
10) Performance Period:
This service level agreement remains valid until an amendment is issued.
11) Conclusion:
As long as providing this service remains within the duties of the Imam Khomeini Relief Committee, it will continue.
